January 17, according to statistics released by the CAAC, during 2006 the average punctuality in Shandong Airlines flight reached 83.9%, 2.42% above the industry average, and was a 2.41% increase from last year – ranking first in China. This is the first time the company has achieved this feat since the beginning of the overall punctuality policy in the company.
January 20, the 2006 Annual Civil Aviation Customer Satisfaction Evaluation is completed under the organization of Customer Work Committee of the Civil Aviation Authority. Shandong Airlines successfully completed its own Customer Satisfaction survey at the event. The survey process lasted about a year, and included scheduled and unscheduled surveys, factual expertise surveys etc. Our great performance in the customer satisfaction category during the 2006 fiscal year earned us the Outstanding Airline Ground Service Award.
February 7, in the afternoon. The Shandong Performing Arts Theatre is fully decorated with lights and fresh flowers. People are gathered and the environment is very welcoming. As the national anthem sounds, Shandong Aviation Group’s 2006 year-end celebratory ceremony was held amidst pomp and circumstance. Air China Group General Manager Li Jiaxiang, Shandong Vice-Governor Cai Limin, Deputy Secretary-General of the provincial government Zhang Chuanting, Shandong National Resources Regulatory Committee Vice Chair Ji Binchang, Shandong Economic Development Investment Co. General Manager Jiang Yanwei and former President Jia Fuwen attended the evening gala. The high-level executives sat in the VIP seating section. Cadres from Jinan, all employees who were not on duty at the time, pilots, service managers, Qingdao, Yantai and external organization members, as well as the ten model employees, the hundred strong skilful, and family members of select frontline employees – a total of 650 people – attended the gala. Zhang Xingfu hosted the gala. Deputy provincial Party Secretary and Governor Han Yuqun sent an official congratulatory letter.
March 16, the Shandong Provincial Government holds a forum on provincial civil aviation development. This is the first provincial civil aviation forum since the reform in the Chinese civil aviation system and localization of airport management in 2002. It has been called by industry insiders as a milestone. The forum was a signal for more rapid development in the Shandong civil aviation industry, and provided a premonition for the second entrepreneurial wave of aviation in the province. The sailing competition of the 2008 Beijing Olympics in Qingdao and the 2009 National Games of China will also provide invaluable opportunities for the aviation industry in the province. The Eleventh Five-Year Plan is without a doubt a great opportunity to push the industry forward. According to industry estimates from the provincial Development and Reform Commission, by 2010, an estimated 100 routes would radiate out of the province, with weekly flights totalling over 3,000. A network centered around Jinan and Qingdao and with peripheral focus cities of Yantai, Weihai, Weifang, Linyi, and Dongying will operate flights to Beijing and all important coastal and Yangtze River valley cities, provincial capitals, and prime tourist destinations, in addition to international flights connecting South Korea, Japan, Russia, Southeast Asia, and Europe.
From March 26 to 30, Shandong Airlines underwent an IOSA from Australia’s ACS. After the hard work and cooperation from experts from various fields, the audit was completed with satisfactory results. There were nine observed points and one discovery point. This meant the company, with accordance to IOSA standards, has created a relatively solid foundation, setting very high safety standards.
April 21, the sixth Athletics Games for the employees of Shandong Airlines opens at the Jinan Municipal Sports Academy. The ceremony was attended by President Sun Yude, Party Secretary Zhang Xingfu, Vice-President Zeng Guoqiang, deputy Party Secretary Wang Kaixun, Vice-President Huang Enfang, Chief Accountant Wang Fuzhu, Deputy General Manager Li Qing’en of Holdings Co., and Trade Union Chair Song Hongqi. At these games, some 450 employee athletes participated in a total of 34 events. In relation to events from previous years, family and group events were added to spice up the games. Eight people broke company records. In the end, Taikoo Company placed first in overall standings, while Yantai Subsidiary was second.
May 8, in the afternoon, the Training Co. holds an inaugural emergency training session at the Qingdao Training Centre. The session was attended by company executives Mr. Song and Mr. Bai and representatives from the Civil Aviation Crew Training Centre, the Provincial Safety and Regulation Office, and the Qingdao Safety and Regulation Office, leaders from the Group and the Holdings Co., equipment factory representatives, and crew instructor representatives. The completion of the emergency situation training session meant that the Emergency Preparation Department of Shandong Airlines was now part of history, and indicated that the Airline was ready to install a complete crew training system.
May 12, during the commemoration of the 110th anniversary of the birth of Marshal Ye Jianying, family members of revolutionaries totaling 130 people, including Mao Zedong’s daughter Li Na, Zhou Enlai’s niece Zhou Bingde, Ye Jianying’s daughter Ye Xiangzhen, Deng Xiaoping’s daughter Deng Lin, Liu Shaoqi’s son Liu Yuan, and Nie Rongzhen’s daughter Nie Li, travelled on Shandong Airlines charter to Mei County, Meizhou, Shandong, the ancestral home of Marshal Ye Jianying. Marshal Ye’s daughter praised the quality service and flight skill of Shandong Airlines. In her written remarks, Ye Xiangzhen said, “Best wishes for the tomorrow of Shandong Airlines!”. Liu Yuan wrote, “wishing Shandong Airlines to fly higher and higher.” Marshal Ye’s office, in a letter of thanks, remarked, “the quality of service of Shandong Airlines is superb, and the technology is great. The smiles and warmth is welcoming. Best wishes for Shandong Airlines to take off in their industry!”
May 23, in the morning, a company-wide cadre’s conference is held at Shandong Airlines Centre. Air China Group General Manager Li Jiaxiang, Air China President Cai Jianjiang, Air China party secretary Tan Zhihong, Shandong Vice-Governor Guo zhaoxin, provincial Party Committee Organization Department deputy chief, provincial National Resources Department deputy Party Secretary Yu Gang, deputy provincial government Secretary General Zhang Chuanting, other executives and cadres above Vice-ministerial level attended the conference. Party Secretary Zhang Xingfu presided over the conference. On behalf of the provincial Party Committee, Yu Gang announced personnel changes in regards to Feng Gang and Sun Yude. Feng Gang will become the new deputy Party Secretary of Shandong Aviation Group, replacing Sun Yude. On behalf of Air China Group, Li Hui read the official decisions with regards to Feng and Sun’s position changes, and recommended Feng Gang to become the new Chairman of the Board and President, recommended Sun Yude to no longer function in the capacity as Chairman of the Board and President. The conference adopted the resolution to recognize that Sun Yude was no longer Chairman of the Board and President, and accepted Feng Gang as the new Chairman of the Board (2007 Temporary Board, Fourth Board Meeting, First Resolution 2007). The Board of Directors also appointed Feng Gang as the new President of Shandong Aviation Group.
July 29, in the afternoon, the Eastern China Regional Department of the CAAC presented the Aircraft Pilots Provisional Certification to Jiutian Flight Academy. The pilot training grounds at Linyi Airport of Qingdao Jiutian Flight School is officially put into operation. This is the first company in the Eastern China region to receive such a certificate, and is the largest Hong Kong-owned general aviation enterprise and flight academy. The Academy uses English as the language of instruction exclusively, and the flight instructors largely come from flight training institutions from the United States, Canada, New Zealand, Australia and other countries. The academy uses CCAR-141 standards, and therefore could provide training for airlines both inside and outside the country. Aside from providing training for airline pilots, Jiutiang Flight School also provides flight training to individuals. Those who complete the individual flight training may obtain a Private Pilot’s License, and then a Commercial Pilot’s License, subsequently being eligible in working for large airlines inside the country.
July 31, in the morning, the company held its 2007 first-half work conference at the 7th Floor Conference Room of the Shandong Airlines Centre. Company cadres, all pilots and service managers who were not on duty at the time and external organization members took part in the conference. Meeting centres were set up at the company’s subsidiaries in Qingdao and Yantai, and the airline’s new base in Hohhot. The conference was presided over by Party Secretary Zhang Xingfu. Chairman of the Board and President Feng Gang delivered a work report entitled Identify Market Situations, Embolden our Confidence, Push Shandong Airlines for better, faster development. The Five Outstanding Party Members and Five Outstanding Party Branches were recognized during the conference. In the afternoon, Party Secretary Zhang Xingfu held a political seminar for employees and cadres not on duty who were also party members or looking to be party members.
August 5, Shandong Airlines SC4761, operating the Chongqing-Jinan-Harbin route on B5333 aircraft, takes off on time at 7:50 from Chongqing - Jinan - Harbin International Airport. This marked the success of the first flight out of the airline’s Chongqing base.
September 6, Shandong Airlines inaugurates the E-ticket Self check-in System at Jinan International Airport. The company was the first to introduce electronic self check-in systems in the Jinan area. This ended the long history in the lack of self check-ins at Jinan Airport.
September 9 – 12, Shanghai Fuji Consulting Management Co. began the corporate culture project at our company, and completed interviews with the main and mid-upper level managers and data collection, in addition to other work.
September 12, the company held its first passenger and freight analysis session. Representatives from the company executive, the marketing department, the cargo department and other relevant organizations participated in the meeting. All external operations departments used Audio-visual systems to tune in to the event. The session will become routine following this month, and be held in the upper half of every month thereof.
September 24, the Group held an organizational innovation meeting, laying out plans for innovation work in the future.
September 27, the China International Confucius Cultural Festival opens in Qufu. As an official sponsor of the Confucius Cultural Festival, Shandong Aviation Group provided quality transportation services for guests to the event. The Airline also cooperated with the Festival in that Confucian culture and philosophies became part of in-flight announcements, receiving praise from a number of passengers.
October 5, ólafur Ragnar Grímsson, the President of Iceland, chartered Shandong Airlines SC4670 from Shanghai to Qingdao and Qingdao-Xi’an on October 7.
October 24, on flight SC1156, the renowned Gao Kun Service Group (consisting of Gao Kun, Huang Shuo, Zhang Yuan, Li Hui, Zhao Shuang, and Xin Yanfu) welcomed another charter flight operation. The Gao Kun Service Group welcomed dignitaries such as Vice-Premier Wu Yi, Deputy Secretary General of the State Council Xiang Zhaolun, Minister of Agriculture Sun Zhengcai, State Administration for Industry and Commerce Secretary Zhou Bohua, the State Administration of Quality Supervision, Inspection and Quarantine Secretary Li Changjiang, and others – a total of eighteen important guests. The Vice-Governor of Gansu was also present along with twenty other VIPs.
October 28, in the morning, two full-capacity B737-300 aircraft took off from Xiamen Gaoqi Airport, as the Airline’s Xiamen base of operations was officially put into operation. This is the fifth regional focus city of Shandong Airlines put into operation, following Qingdao, Yantai, Hohhot, and Chongqing.
November 8, the groundbreaking ceremony for Shandong Airlines Co., Ltd’s Qingdao Repairs Centre aircraft hangar was held in Qingdao’s Chengyang District. Shandong Aviation Group Chairman and President Feng Gang, Vice-President Yu Haitian, Company Executive Deputy General Manager Su Zhongmin, as well as representatives from Qingdao municipal government, Chengyang District government, Civil Aviation Joint Inspection and other executives attended the ceremony. The hangar occupied a total area of 60 mu, with the architectural site occupying 10,800 m2 of land. The annex of the hangar is created with mixed still, while the roof is constructed in grid. After completion the hangar will be capable of repairing two 737-series aircraft simultaneously, and will also have complete training, conference, and parking facilities.
October 21, the groundbreaking ceremony of Shandong Airlines’ Jinan Cargo Centre took place at Jinan Yaoqiang International Airport. Chairman and President Feng Gang, deputy Party Secretary Wang Kaixun and other company executives attended the ceremony. Recently, in a market with increasing competition, rapidly increasing fuel prices, and decreasing operational efficiency, projects had begun in Qingdao for the construction of a large repair hangar (mentioned earlier) and the Jinan Cargo Centre. These projects largely rested with the spirit of the company’s party committee and Board of Directors and the realization of a person-centered policy, part of the Scientific Development Perspective. It aimed to increase employee well-being and improve their working conditions. The Jinan Cargo Centre also represented a large leap in the infrastructure development of Shandong Airlines, and its new focus in developing the air cargo sector, while strengthening safety standards and punctuality. The project is divided into two phases; the first phase involves the construction of the Arrival Operational Room and the arrival warehouse; the second phase involves the construction of the Departure Operational Room, office, and departure warehouse. The new Arrivals Cargo Centre will be situated directly north of the Jinan Airport Hotel. The operation room has a total area of 200 m2, while the Arrivals Cargo Centre has an area of 1,836 m2 – a total area of 2036 m2. The first phase will cost 3.20 million Yuan, and is estimated to be completed by early 2008. The completed Arrivals Cargo Centre will be beneficial in the company’s development in the air cargo sector, and will decrease operational costs, raise efficiency, give dramatically increase brand equity in quality cargo services.
November 22, at 0:00 AM, the CAAC officially implemented the Reduced Vertical Separation Minima (RVSM). On the evening of November 21, Shandong Aviation Group Vice-President Zeng Guoqiang, chief accountant Wang Fuzhu, and other responsible parties in frontline departments attended a CAAC teleconference at the Jinan Emergency and Insurance Room. CAAC Shandong Regulatory Office deputy head Li Ping attended the meeting. Under joint efforts from flight, transport, and in-flight service employees, Shandong Airlines underwent gradual changes between 23:00 on November 21 and 1:00 the next day, successfully implementing RVSM. RVSM dictates that standard vertical separation for air space between 8,400m and 12,500m is reduced from 600m to 300m. The cruising altitude zones for aircraft increased from 7 to 13. RVSM greatly increased the number of aircraft that can operate within a certain volume of space, and was instrumental in controlling aircraft movements and aircraft delay problems.
Shandong Airlines has always watched RVSM very closely, and in accordance with directives, arranged for a series of preparation activities. Shandong Airlines founded its own RVSM work group, determined its RVSM agenda, and distributed work to the appropriate personnel. It added RVSM content to its Operation Manual, and Maintenance Manual, and Flight Dispatchers Manual. At the same time, the Airline also prepared related educational tools, and conducted a series of examinations on pilots, crew, and dispatchers. The passing rate was 100%. Previously, Shandong Airlines has had extensive experience with RVSM on its Jinan-Singapore, Yantai-Hong Kong, and Jinan-Seoul international routes, and has ensured safety across these routes. There are 33 aircraft which are operating under RVSM. Currently all of them have passed RVSM requirements. After the implementation of RVSM, Shandong Airlines will continue to offer safe, reliable, and comfortable air transport services.
November 27, in the morning, Provincial Party Secretary Li Jianguo, Vice-Governor Guo Zhaoxin, and other provincial Party Committee and government members visited the site of Taikoo (Shandong) Aircraft Engineering Co., Ltd. Along with Shandong Aviation Group Chairman and President Feng Gang, Secretary Li Jianguo inspected the repair workshops, hangars, and other workshop facilities of Taikoo. Li learned more about the operations and service range of the company, and stated that he was optimistic about the company’s safety record and its future development path. At the end of the inspection, Li picked up a brush and wrote down his best wishes for the company’s future development, which he mentioned was full of hope.
December 12, Qingdao Customs Party Branch Secretary and Commissioner Li Shuyu, Vice-Commissioners Guan Yunqi and Liu Weiwei arrived at Shandong Airlines and discussed wide-randing issues – notably customs-airline relations and communications - with the executives of Shandong Airlines. Shandong Aviation Group Chairman and President Feng Gang, Party Secretary Zhang Xingfu and other company executives summarized the Airline’s recent development to the guests Li Guanchang, etc. from Qingdao customs. The two sides also discussed possible points of cooperation and exchange. Qingdao customs offered immediate replies to requests of coordination and support from Shandong Airlines. Commissioner Li stated that the Qingdao customs wished to continue its cooperation with Shandong Airlines, and would continue to provide a cooperative external environment for the company’s growth and development.
December 25, the flight department holds their Gold Silver Bronze Safety Recognition Award Ceremony on the 3rd Floor Conference Room of Heaven Palace. Shandong Airlines executives Feng Gang, Zeng Guoqiang, Wang Kaixun, Song Yuxia, and Zhang Qingshe attended the ceremony. Leaders from the respective departments, award recipients, pilots and flight department staff not on duty at the time attended the ceremony. At 11:20PM on December 26, as flight SC4992 safely lands, Shandong Airlines has now officially undergone thirteen full years of safe operation. Since December 26, 1994, when the first “Yun 7” aircraft took off successfully, Shandong Airlines has always kept a fast and balanced development trend. Currently the company owns assets of 7 billion Yuan, and forty Boeing 737 and CRJ series aircraft.
Safety has always been the lifeline of Shandong Airlines, and the company will continue to focus on this area. Since the thirteen years of safe operation, there was a grand total of over 500,000 hours of safe operation, 438,000 flights flown, and 27 million mantime carried. The company was the recipient of the Jinyan Cup and Jinying Cup, the most prestigious award of civil aviation in China, in 1999, 2002, 2005, and 2006. The company has also successively received the Ankang Cup for competitive enterprise from All-China Federation of Trade Unions and the State Production Safety Supervision and Management Bureau.
