Passenger cabin services
(I)Safety examination of passenger cabin:
1. In each segment, after closing the boarding gate, stewards shall give passengers brief introduction to safety knowledge of air travel by demonstration or by playing video programs.
a) The use of safety belt;
b) The position and use of emergency exit;
c) The use of oxygen mask;
d) Smoking ban (It shall be made clear that smoking is prohibited in washroom; damaging smoke detector in washroom will violate corresponding laws and regulations)
e) Before takeoff and landing, backrest of chairs should be kept upright; folding tables should be put away and locked;
f) The use of emergency slide;
g) Indication lights for emergency evacuation route;
h) The storage position and directions for use of waterborne emergency equipment should be introduced for any flight that flies over waters;
i) Prohibited and controlled portable electronic devices shall be introduced;
j) “Safety Introduction” card and “Notice on Emergency Exit” card;
k) Other safety introductions.
2. Before takeoff and landing, stewards shall conduct the following safety inspection (totaling 15 items)
a) All prohibited and controlled electronic devices are powered off;
b) Safety belts are fastened, and babies are taken under good care of adults; (safety belts (if provided) for babies are fastened)
c) Cradles are put away and child restraint system is fixed;
d) Carry-on luggage is stowed away. Luggage racks are closed and locked;
e) Folding tables are folded, backrests are adjusted upright and the mats are put away.
f) No luggage or other articles are piled in aisles and emergency exits;
g) No cups, dishware and other things are left at passengers seats;
h) Door curtains are put away, and sun shields are opened;
i) Loose articles are fixed up (unused safety belts are fastened well);
j) Unused power sources in the kitchen are shut off;
k) Kitchen devices are fastened, dining cars are braked, cabinets are locked up, and teakettles are placed well;
l) Video displays are reset;
m) Washroom is not occupied and locked; the gate of the driver cabin is locked;
n) No smoking;
o) Turn down the lights in passenger cabin.
Notes:
(1) During taxiing, stewards shall not provide any service (such as handing out newspaper etc.) other than safety-related service, and during the period of waiting for taxiing, safety-irrelevant services shall not offer unless the captain specifies the waiting time.
(2) After takeoff, no service shall be offered when the signal light indicating “fasten safety belt” is still on. Flight attendants shall take the initiative in consulting the captain.
(II) Solutions for bumping in flight
If signal lights indicating “fasten safety belt” are on or passengers are told that they will meet with bumping or that the aircraft will enter the bumping area, the flight crew shall stop cabin services according to the realities, notify passengers to fasten their safety belts through broadcast and perform the following safety procedures:
(1) Complete the broadcast to passenger cabin on bumping;
(2) Stop the use of using washroom temporarily;
(3) In case of minor bumping, stewards should give necessary broadcast and continue cabin service. In offering hot drinks, due care shall be taken for fear of scalds;
(4) In case of moderate bumping, flight crew shall stop cabin service, put away dinning cars, and go back to their seats with safety belts fastened.
(5) In case of major bumping, stewards should stop cabin service at once, fix dining cars on the spot, take seats nearby and fasten safety belts;
(6) During bumping, stewards shall observe the situation in cabin, and stop passengers’ unsafe behavior through broadcast.
(III) Restrictions on use of portable electric devices:
CAAC strictly prohibits or restrict the use of portable electric devices in plane for fear of interference with onboard navigation system and communication system. From the very closing of aircraft door to the opening of door at the end of flight, passengers shall not turn on and use any portable electronic device irrelevant to normal flight of aircraft that gives off radio signals.
1) In no circumstances shall the following devices be used:
(1) mobile phone;
(2) transmitter (city wave band, amateur radio station, electrograph, telephone);
(3) computer and printer;
(4) AM/FM radio;
(5) TV set;
(6) remote-control toy, two-way pager;
(7) charger;
(8) walkie talkie;
(9) other electronic devices with remote-control.
2) In any flight with a flying height of less than 3,000 m (including the ground), the devices listed below shall not be used:
(1) portable computer;
(2) digital/cassette recorder;
(3) recorder/broadcast system;
(4) calculator;
(5) video game console;
(6)VHF scanner;
(7) laser disc player;
(8) radio set;
(9) other portable electronic devices that interfere with normal working of onboard electric devices.
3) Management of electronic devices:
(1) Before closing the boarding gate, chief steward shall deliver the broadcast on “prohibiting the use of electronic devices”
(2) When signal light indicating “fastening safety belt” is off after takeoff (more than 3,000m), stewards shall deliver the broadcast on “restrictions on the use of electronic devices”
(3) If any passenger is found using electric devices against regulations, stewards shall advise them not to do so; if it does not help, stewards shall give warnings; if warnings are ignored, stewards shall keep such devices under custody for the time being; passengers who seriously violate the regulation shall be handed over to local police after landing, and reported to the bureau afterwards.
(4) When signal light indicating “fastening safety belt” during descent (less than 3,000 m), stewards shall deliver the broadcast of “switching off or restricting the use of electric devices” and strengthen cabin check.
(IV) No-smoking regulation and management:
(1) According to the regulation of CAAC, smoking is prohibited in passenger cabins during travel for all flights in service.
((2) Cabin crew shall be responsible for smoking ban after boarding and during flight. If any passenger is found smoking, stewards must request such passenger to stop smoking at once, and check whether cigarette ends are thrown away. If necessary, safety officer shall give assistance.
(3) In carrying out smoking ban, CAAC’s No. 71 regulation should be strictly implemented. Passengers who refuse to comply with smoking ban regulations shall be transferred to police office after landing, and such issue shall be reported to relevant department of SDA.
(V) Stowage of cabin luggage and articles:
(1) For all SDA flights, passengers’ hand luggage shall comply with the international/domestic traffic regulations issued by CAAC and related provisions of SDA’s general terms on luggage transportation. Hand luggage that doesn’t meet the requirement in size and weight must be transferred to ground crew to have it checked.
(2) The storage of any luggage and article shall not interfere with aisle, any emergency exit, normal exit or cabin aisle. The stowage of any luggage and article shall not affect the use of emergency video devices.
Hand luggage shall not be placed on the floor of open locker room for clothes or in the washroom. The weight of such luggage shall not exceed rated load of such structures as luggage rack, seat and floor.
(VI) Preparatory work before landing:
Flight attendants will play pre-landing broadcast 20 minutes before landing, requesting passengers to turn off the power of all electronic devices, fasten safety belts, put away the small tables, and put seatback in an upright position, open sunshield and stop using the toilet. Passengers shall assist in the work of flight attendants to ensure flight safety.
